Faced with a swelling jail population and too few correctional officers,
sheriff's officials have crafted a temporary plan to improve working
conditions at the Cumberland County Jail.
The plan has these elements:
Rolling lock-downs will be used to keep inmates confined to their cells more
often when the population of the main jail exceeds 300 inmates. During rolling
lock-downs, some residents of a housing unit would be locked up while the
others move about the pod. Inmates would change status periodically.
Double bunks now being installed in the jail will be concentrated in one of
the larger housing ...
