A zoning change that will allow construction of a hotel in a residential
neighborhood was overwhelmingly approved Wednesday by the City Council over
the strenuous objections of several residents.
The council voted 7-1 to approve the amendment, which would rezone a
1.7-acre vacant lot on Cottage Street from Commercial Two, which prohibits
hotels, to Commercial Four. Councilor John W. James IV was the only councilor
to vote against the zoning change.
City Council rules require a public hearing and second passage at the
