Taxi owners complain new rules make drivers quit

The fallout from the new regulations adopted by the Taxi and Limousine Commission (TLC) is beginning to be felt, taxi industry executives say, as cabbies are staying away from work rather than risk stiffer fines for driving infractions.

In a pending lawsuit seeking to overturn the new rules, some executives maintain that they are losing drivers and are unable to hire new ones. They are waiting to see if the value of their medallions tumble.
