Concern over presence of terrorist groups

The head of Canada's chief intelligence agency has warned that the country is becoming a safe haven and a breeding ground for terrorists connected with virtually every regional, ethnic and nationalist conflict in the world.

Ward Elock, director of the Canadian Security Intelligence Service (CSIS), also said it was just good fortune that no acts of terrorism had been committed on the country's soil for more than a decade, despite some of these groups acquiring infrastructure "to support a terrorist act in Canada."
