Paul Bernard says he risks sounding "corny" when he talks about his reasons for returning to Philadelphia for an executive position with the city's Redevelopment Authority.

"I returned to make a difference . . . to turn a neighborhood around," confided Bernard, the new director of development at the Redevelopment Authority (RDA). "When I grew up in North Philadelphia it was a lot different environment than it is now. I can still count the times on one hand that we went into town to get buy something we needed."
