Some African leaders are stung by what they see as a huge disparity between the political, military and financial resources devoted by the international community to the Balkans and the minuscule amount of attention given to Africa.

At the recent summit of the Organization of African Unity in Algiers there was an undertone of resentment at the West's preoccupation with Kosovo and its perceived indifference to Africa. Some African leaders went so far as to accuse the donor community of racial discrimination.
