Legal Study Finds The Capital's Hate Crime Statute "Underused".

WASHINGTON (DC) -- A hate crime statute has been on the books in the nation's capital for four years, but there have been no criminal prosecutions made using it's provisions. This and the opinion that more police and prosecutors are needed to make the statute useful are conclusions in a study prepared by the law firm Covington & Burling at the behest of the local Asian Pacific American Bar Association.
