When Soraya King moved from Hackensack to Washington State a few
years ago, she was surprised at how inexpensive car insurance was there.
When she moved back to New Jersey recently, she wondered why her bill
was so high.

"What we're forced to pay is outrageous," said King, a nursing
student at Bergen Community College in Paramus. "In other states, you
