Menino issues call for neighborhood schools

With the words "neighborhood schools" -- a simple description to some, weighted code words to others -- Mayor Thomas M. Menino last week opened a Boston civic sore that has not bled for years, but which for many has never really healed.

Menino announced a plan to build five new schools as a first step to-wards re-establishing a neighborhood school assignment plan that would end 30 years of court ordered school integration that began in the 1970s.
