I wish to set the record straight regarding my position on the
location of group homes in any New Jersey municipality ("Legislator aids
foes of group homes," Aug. 19).

I share concerns of Assemblyman Gerald Zecker, R-Clifton, about the
seemingly arbitrary placement of group homes for the developmentally
disabled in our neighborhoods. However, HR-3206, the Fair Housing
Amendments Act of 1998, is not the proper means for protecting the
rights of local residents. The measure would effectively dismantle the
