SHIRLEY DeLibero is resigning as chief of NJ Transit to take a big
job in Texas. She did well, very well, in New Jersey. More about that in
a minute.

For those who dealt with her, she will be remembered as much for
her personality as for her record. She has been described as larger than
life, as bold, as brassy. She is all of that. She is also, if I may be
permitted the word, endearing.

I met her eight years ago. She had just been appointed executive
