RINGWOOD -- Golf courses are expensive propositions that don't always pay.

With that dash of cold water, borough Planner Harvey Moskowitz
offered some advice to local officials who would like to rewrite zoning
laws to accommodate a country club or other private golf links.

Put a golf course in town, some suggest, and tourism dollars will
