IT IS a tiny state, with a tiny population. Its voters keep their
minds tightly focused on a tiny agenda. Yet the power New Hampshire
wields in the most important political contest in the United States is
legendary and troublesome.

In many ways, New Hampshire is an American extreme. It is one of
just a few states in which more voters are registered as Republican than
Democrat.
