In a victory for tenants all over New Jersey, a federal judge has
upheld Fort Lee's rent-control ordinance and the right of municipalities
to use such measures to address housing shortages.

U.S. District Judge Nicholas H. Politan ruled that Fort Lee's
rent-control law, enacted in 1990, was constitutional. Politan based his
