On June 19, 1981, in response to prison overcrowding that he said
had created a "state of emergency," Gov. Brendan Byrne issued an
executive order that mandated the housing of state prisoners in county
jails. The governor declared his order to be a "temporary measure," to
remain in effect for 90 days. This "temporary measure" has routinely
been renewed by our various governors for 13 years, causing even greater
overcrowding at the county ...
