In 1993, a statewide 30-month-long police undercover investigation
called "Operation Pad" nabbed 17 auto body shops for insurance fraud --
one in five probed for paying claims adjusters to overestimate repair
costs, and thus bilking insurance companies of thousands of dollars.
Three of the shops were in Bergen County.
