October is fast approaching, the month when banks traditionally
raise rates on certificates of deposit to entice customers into keeping
their money locked up for another year.

But the rollover season for CDs is quickly becoming a dinosaur in
the industry, experts say. Cash-loaded banks are trying to lend money
out instead of lure it in.
