Peter J. Russo, the Republican hoping to unseat Rep. Robert G.
Torricelli on Nov. 8, said Thursday that the United States should
eliminate most foreign aid and spend the money at home.

But Russo offered few specific ideas on trimming spending abroad
and said he was not sure whether the savings in foreign aid would be
enough to support the domestic programs he advocated: health care, and
services for senior citizens and youth.
