I am writing in response to the letter submitted by the Rev. George
A. Kyle concerning Bergen County's recent decision to charge an optional
$10 fee for HIV testing.
When the state of New Jersey established its statewide HIV testing
and counseling program three years ago, the Bergen County Department of
Health was asked to administer a regional testing and counseling clinic
for the residents of Bergen and Passaic counties. We assumed this
