Resolved: The City of Passaic needs a code of ethics.
Sounds wimpy, doesn't it? What difference does a puny code of
ethics make to a crooked politician or bureaucrat?
Yep, that's true, and still Passaic needs a code of ethics -- with
teeth -- worse than Madonna needs a wool overcoat.
The city is on the critical list, suffering from a first-degree
fracture of its public confidence. Its ex-mayor faces sentencing on
