Dennis Jaffe's mental antennae shot up when the American Federation
of Police called his home, asking for money to bring an anti-drug
program to the River Edge schools.
As a school trustee, Jaffe knew his district already had a Drug
Abuse Resistance Education (DARE) program run by the town police. He
called the Police Department, which knew nothing about the telephone
