Problems, issues differ between Haiti and Cuba.

U.S. officials are expected to offer to reduce barriers to Cuban immigration to the United States during the talks with Cuban officials here in New York Thursday amid reports of unrest among Cubans and Haitians being held in the Guantanamo refugee camps.

It is hoped that the offer that the United States will grant residence visas to more than 20,000 Cubans a year will encourage the Cuban government to halt the exodus of boat people now taking to the seas.
