Ukraine Targets Jewish Agency: Says Aliya Steals Soldiers.

MOSCOW -- Ukrainian officials are accusing the Jewish Agency of Israel of acting illegally and violating the country's constitution and are threatening to shut down its operations in Ukraine.

In a statement released last week, the Justice Ministry of Ukraine charged the Jewish Agency with using its youth aliya program to exceed its mandate in the country by "stimulating mass departures to Israel." The Agency offers, among other things, scholarships to talented teens to study in the Jewish state.
