Ballot Measure 15 Blazes Divisive Path.
November's ballot is filled with controversy, and Ballot Measure 15, the so-called "kids first" initiative, is no exception.
Most Oregonians want to properly fund education, but Ballot Measure 15 has received criticism from individuals and organizations traditionally aligned with the schools.
The reason is simple: The measure would mandate a level of funding for schools that would likely mean that any future budget cuts would come out of human services, higher education and public safety.
