Minorities Denounce "Plantation" Mentality At Agriculture Department:. Outgoing Secretary Credited With Positive Changes

On December 31, the first African American to head the U.S. Department of Agriculture (USDA), will be leaving his position.

But for Blacks and other minorities at the federal department, Secretary Mike Espy's departure comes at an inopportune time as they begin to battle race discrimination on the "last plantation" in the federal bureaucracy.
