In Laos, the Hmong New York Festival was traditionally held on the first day of the waxing moon of the twelfth month of the year with social and cultural functions.

Precisely, the New Year Day began at the first rooster's crowing of that day, which was about 3 a.m., when each member of the family threw drops of old water out from their house.
