It is too early to tell whether the Senate Foreign Relations Committee, which has been semicomatose for the past eight years, can regain its lost prestige or pass much useful legislation in the 104th Congress. But it is sure going to be a lot more interesting, and people will be watching it once again.

The main reason is its new chairman, Sen. Jesse Helms of North Carolina, and the new Republican leadership on Capitol Hill.
