Low-income mothers getting a Healthy Start.

By addressing the social and medical needs of low-income pregnant women, the federal program Healthy Start is waging a winning battle against the high infant mortality rate in west and southwest Philadelphia.

Through grants from the U.S. Department of Health and Human Services, 15 communities across the country have programs aimed at cutting their infant mortality rates in half by 1996.

There are 8.9 deaths for every 1,000 live births in the United States. With an infant mortality rate of 16 (out of 1,000), Philadelphia has the nation's fourth highest. According to the ...
