The quilt-like patchwork of municipalities called metro Manila is growing old and gray. More than simply requiring a cosmetic touch-up, Manila and its neighboring cities are in dire need of a radical makeover.

The city of Manila itself is showing its age. Its pre-war (Word War II) buildings are peeling and cracking. The countless applications of whitewash over the years are slap-dash and an injustice to the original coat of paint. The walls of buildings, even the more modern ones, are grimy.
