Black History Month is February, 1999. The theme is: The Legacy of African American Leadership: For the President and Future. If you have seen the J. C. Penney advertisement in Ebony, Essence, Heart & Soul, Black Enterprise and American Legacy magazines for the month of February, you have seen the leader of this newspaper, Dr. Pohelia DeVore Mitchell in the impressive one page, color advertisement. Dr. Mitchell was an original Harlem model and the owner of Grace Del Marco Models, N.Y.C., the oldest Black owned model agency in New York.
