CHILDREN'S EXPRESS: No butts about it; New Yorkers get a tougher smoking. law

To smoke or not to smoke -- that is the question on the minds of New Yorkers these days. The City Council last month passed the Smoke-Free Air Act, which will ban smoking in more public places, even some outdoor spots, to make the air cleaner.

On Jan. 10, Mayor Giuliani signed the anti-smoking law into effect. Now it is against the law to smoke in restaurants that seat more than 35 people.
