BERKELEY (CA) -- The statistics appear grim when considering that one person in three in San Francisco is an Asian Pacific American, yet even with the implementation of affirmative action, this number is not represented in the leadership positions available in the public and private sectors.

The situation is more complicated than mere racial discrimination.
