President Fidel Ramos said on March 1 that he hoped political terrorism would not escalate nationwide after a lone gunman shot dead a legislator in the first sign of campaign violence ahead of May election.

The family of slain congressman Tito Espinosa blamed political rivals for the murder, dismissing police theories that the assassin could be a member of a communist rebel death squad.
