Punjab and the Difficulties Confronting Sikhs.
On July 25, the accord signed by Rajiv Gandhi as Prime Minister and Harchand Singh Longowal as Sikh leader became a decade old. But it remains a dead letter, and there is no prospect of its early implementation.
The government has come to believe that Gandhi gave too much, and the Sikhs feel that Longowal got too little.
Still, the accord had a chance when there was a groundswell of favorable opinion among Sikhs, after Longowal's assassination by terrorists. Surjit Singh Barnala, who came to power in Punjab in the wake of the accord, would have retrieved even recalcitrant Sikhs if only Gandhi had dressed up ...
