Three out of every 10 New Yorkers - an alarming 27.3 percent-are poor. That's nearly twice the national rate of 15.1 percent," notes Community Service Society of New York's president, David R. Jones. The poverty report was released by the Community Service Society. In 1979, the base year for CSS's periodic checks of the city's poverty level, the rate was 20.2 percent, with 2 in 10 residents being poor.
