The residency requirement for congressional candidates in the Philippines is a simple constitutional matter known to all students of law. But the Commission on Elections (Comelec), a constitutional body, whose majority are members of the Philippine Bar, who have practiced law for at least ten years, has in the past several months made a mockery of the law and established jurisprudence by playing political pyrotechnics regarding the residency qualification of former First Lady Imelda R. Marcos.
