Phila. Parking Authority faces internal problems.

Some Philadelphia Parking Authority (PPA) workers are casting a skeptical eye on both the city and their own union when it comes to contract negotiations. After working under their old contract for the last three years because their union couldn't negotiate a mutually acceptable contract, workers are angry and frustrated with their union leadership from District Council 33, the American Federation of State County and Municipal Employees.
