Rep. Flowers Laments Failure of HB 1221.
State Representative Flowers (D-21) watched over five months of hard work on behalf of Illinois foster children go down in defeat at the hands of Governor Edgar recently. House Bill 1221 would have found safe and loving homes for foster children under the care of the Department of Children and Family Services (DCFS), was gutted by an amendatory veto.
"This legislation was the result of many long hours of hard work," Flowers said. "The intent of this bill was to provide a home for foster children when a home with a family of the same race or ethnic origin could not be found."
