PORT OF SPAIN, Jun. 6 (IPS) -- If the government of Trinidad and
Tobago has its way, prisoners on Death Row who have exhausted all
avenues of legal appeal will be guaranteed their appointments with
the hangman despite a landmark Privy Council ruling.
The Basdeo Panday administration is hoping to push through
legislation setting aside the 1993 Pratt and Morgan judgment of the
British Privy Council, the highest court of appeal for several
Caribbean countries.
This ruling in principle established that prisoners on Death Row
for a period exceeding five years could be seen as victims of cruel
and unusual punishment if they were sent ...
