THE national frequency management board on Tuesday made a
controversial decision to allocate the 2000 MHz frequency to an as-yet
unformed joint venture between the two state telecom agencies, and ahead
of the creation of the new telecom regulatory body.

The 2000MHz frequency is crucial for the development the third
