Albright makes case for State Department budget

WASHINGTON, Feb. 7 (UPI) -- The need to secure U.S. secrets from
foreign spies and protect American embassies against terrorists became
a major focus of Secretary of State Madeleine Albright's $22.8 billion
international affairs budget presentation on Monday.

The secretary of state was reacting to two major events that shook
the U.S. foreign policy establishment as she rolled out her fiscal 2001
budget proposal.

One was the continuing effort to prevent repetitions of the deadly
1998 bombing of U.S. embassies in Kenya and Tanzania. Another was the
