Richie Phillips loses last appeal

WASHINGTON, Feb. 24 (UPI) -- Richie Phillips had his final appeal rejected
Thursday by the National Labor Relations Board, which certified a new union for
Major League Baseball umpires. Phillips' 21-year reign as union chief ended Nov.
30, when major league umpires helped create a new bargaining unit by deposing
him. The decision Thursday by a three-member board cannot be appealed. Fed up
with a mass resignation strategy that cost 22 union members their jobs, a group
of dissident umpires filed a petition with the NLRB, asking whether the Major
League Umpires Association would continue as their collective bargaining
