AN EFFORT in the Legislature to expand the state's Open Public
Records Act is welcome and long overdue.

As anecdotes from citizens at an Assembly hearing this week make
clear, being entitled by state law to certain public documents is no
guarantee that you will get them. Or even that you will be treated
courteously.
