On Monday, Malaysia announced the establishment of a national human
rights commission, the third country in Southeast Asia after the Philippines
and Indonesia to have such a mechanism.
Its creation was promptly welcomed by domestic and international human
rights groups which have, for over a decade, been pushing Asean and its
members, now totaling 10, to create national human rights panels and a
regional commission that will look into allegations of human rights abuses
across Southeast Asia.
Under the government of Corazon Aquino, the Philippines established
