Tories Attempt To Distinguish Themselves From Alliance

QUEBEC (AP) -- Federal Tories began to stake their ground as a fiscally conservative party with a heart Friday, putting in the first planks of a policy platform that includes eliminating the personal capital gains tax and a fixed schedule to reduce the national debt.

Delegates at the four-day policy convention also approved a motion that would increase the basic personal exemption on income tax to $12,000 from the current $7,131 within two years.
