KATIE DAVIS, Host: If populism is an element of Democracy in the 1990s,
then the voice of the people is being heard with increasing resonance
on the radio dial. Talk radio is the country's fastest-growing radio
format. And call-in shows have been at the center of many controversies,
weathered by the Clinton Administration so far, from Zoe Baird to
gays in the military. But not all talk shows aim at affecting public
policy. Take Mattie's Party Line, broadcast from a small radio station
