BOB EDWARDS, Host: Putting health-care reform proposals on the table, and arguing over who'll pick up the tab.

EDWARDS: President Clinton's health-care reform plan enters a new phase this week as budget officials now estimate the cost of various reform proposals. The 35 working groups that developed those proposals are finished. After months of secret meetings, most of the 500 members of those groups have packed up and gone back to their jobs. NPR's Patricia Neighmond reports on the end of that phase and the beginning of the next.
