Britain did not start to colonize the east coast of North America until more than a century after Columbus and other explorers had begun exploring the Western Hemisphere. The first permanent British settlement in the New World was started in 1607 at Jamestown in Virginia. The Virginia Colony was governed by a British governor and the ``House of Burgesses.' ' The people elected the burgesses (representatives) to this assembly beginning in 1619. The Virginia House of Burgesses was the first representative assembly in America.
