NEAL CONAN, Host: In a budget dispute in New York City, the City Council is now suing the mayor. The unprecedented lawsuit concerns proposed cuts in city services and just who has power over the budget. From member station WNYC, Laura Sydell prepared this report.

NEW YORK CITY COUNCIL MEMBER: By a vote of 47 in the affirmative to one in the negative, a vote greater than two-thirds of this body, the mayor's veto is overridden and M263 and 721 is adopted.
