EDWARDS: Five months behind schedule, Israel and the PLO are to sign
an agreement in Cairo tomorrow that will put their historic peace
accord into effect. The agreement will give the PLO limited self-
rule in the Gaza Strip and in the West Bank town of Jericho. Security
issues have dominated the negotiations, but Israeli and PLO delegations
also have had to deal with issues they barely considered when they
agreed last year to make peace. One of those is ...
